So, I got curious, and opened the data sheets for Rustoleum Self-Etching Primer and Rustoleum Rusty Metal Primer and they are similar, especially similar in that they both contain zinc phosphate, which I think it what gives them their anti-rust properties. I am not familiar with all the ingredients, but it seems to me they are both solvent based, even though the Rusty Metal Prime says, "Oil-Based". I never had a chemistry class so to me, oil based and solvent based are close to the same thing, with the oil based label indicating thicker than solvent based. That last statement is only my perception and has no basis in fact.
