When it comes to dealing with rust, most of us think it has to be completely removed before painting and in some cases it does, especially if you plan to use a gray auto primer paint, because rust does hold moisture. The condition that panel is in, is perfect for painting with Rust-Oleum Rusty Metal Primer. This primer has fish oil that drives out the moisture held in rust and seal the metal with a tough layer of paint. It's the only primer I use as the first layer on metal. Afterwards, you can paint an auto primer over it. It does take a couple of weeks to fully setup and cure before assembly of parts. When I paint small parts with it, I allow it to get a dry look, about 20 minutes and then I paint the color I want. This allows to two paints to merge preventing any separation over time. I wouldn't use anything else as a primer on metal.
