I would remove the old flange and plug weld the new cover in its place. You can drill out the old spot welds with a spot weld cutter. They are about $5.00 at Harbor Fright. They work really well - super easy and very fast. The trick is to run them on them slow side and use cutting oil. I've cut 100s of spot welds with mine, and I'm still using the original bit.
