The spot weld cutter only cuts into the piece you are taking off. It leaves the backing metal intact, plus a little 'pip' that you can grind off easily. I usually drill a tiny pilot hole for the locating pin on the cutter, which gets welded closed when you plug weld the cover. Super easy really.
I've used an air chisel, but only on metal that I don't wish to reuse. It distorts the backing metal as well as the piece being removed, and generally makes a mess of things. At lease in my hands it does.
