Its more important to measure flow than pressure. If you have a clog in the plumbing that feeds the carb, you will have pressure, but no flow.

Blow out all of the plumbing between the TEE and the carb inlet needle valve. A small particle of crud could eliminate flow, but the pressure would be there.

Another suggestion based on your photo. If the float assembly is attached to the bottom of the carb, simply remove the top of the carb, suck the bowl dry - and have a helper crank the starter while you watch the float valve to see if gas is coming in thru the float valve.
