I have always used a socket that is same or just smaller than the outer edge of the seal
If the part is available to be calmed in a mill, or drill press the downward (or upward in the case of a mill) pressure can normal press it in
Or set in a hydraulic press and gently apply pressure using the socket and item secured level or plum to press
