The PTO Idler and reverse gear are in motion along with the cluster gear when it turns. When it comes to roller or needle bearing surfaces they need to be free of pitting. The max wear limit of shaft needle/roller surfaces are .002 under and the cluster gear although it may look good in the tunnel, max wear is .002 over. PIF has standard bearing surface to compare wear to - look in transmission section. PTO idler and reverse gear use same standards for wear. PIF has assembly of PTO and backlash procedures to set idler gear clearance between it and cluster gear. You'll get a growling noise if transmission parts are beyond the wear limits of each part. PTO will do the same. Same for incorrect PTO idler clearance to cluster. If you didn't mic the parts, you need to redo the rebuild.
