You have enough of the bolt sticking out to use an arbor spacer for center drilling. Use a 3/8 plate 1w x 4L, drilled in center half way to hold the spacer. Use two "C" clamps to hold over bolt, to drill for perfect centering. Then use a tap to remove the remaining bolt threads from the nut. Sounds like a little work to make, but you'll probably need to use it several times on broken bolts.
