It works! Really well. This is the first time I have tried it, and so far it has removed 90% of the rust.

I am using a manual battery charger, saltwater, and a sacrificial hunk of steel as the cathode. Funny thing is that the process also removed the rust from the sacrifice. I thought it was suppose to eat it up.

Yes, I know to stay away from the chlorine gas.
