Temperature gauge

Hi, temp gauge on my 66 PW not working properly. The sending unit read 1800 ohm cold, and goes down as it heats up, so seems fine. I see that same 1800 ohms at the GA terminal on the back of the gauge, so the wire is good. I also see 12V at the sensor, as I should. So, i took the gauge out and wired it up on my bench. Even when I momentarily short the GA terminal to ground, the needle doesn't move. But there is 125mA current flowing when shorted. If I tilt the gauge so that the needle moves part way just from tilting, and then momentarily short GA to ground, it pegs to HOT. So, everything seems to work OK, it's just out of calibration/balance. Am I doing something wrong, or is there a way to "adjust" the gauge response to mA current flowing? Thanks
