I Had a starter that did that. Worn out main shaft would cause too much gap to work properly. Could tap from underneath and would crank till it went into that position again. Old style solenoids can have the discs arc out too and you can take that apart and flip it over if that is the case. Not saying either of these are what it is but easier to check them first before pulling wiring out.
