Regulator problem

I am having a problem with my 1950, upgraded to 12 v negative ground. It's overcharging!
I used a generator from a 1960 Dodge Dart 6cyl. I got the 'correct' voltage regulator a VR204 although I tried a VR15 and VR17 with same results.
Making some assumptions; the larger connector on generator is ARM and smaller is FIELD (generator isn't marked)
Reading voltage at battery, 12.5 or so at idle. Slowly raise the revs and the voltage just keeps on rising to 1) or 17 volts.
The contacts are not vibrating. The bottom cutout relay is open when not running but closed when running. The top voltage relay opens when running. The current middle relay is closed but opens when you increase revs.
I've added grounds so don't think that's a problem.
I've got the old ammeter in the circuit backwards and it works correctly.
The battery is overkill but free. 850 CCA out of a Cadillac.
I called VPW and they gave me the VR204 number, didn't help.
I really want to use the generator for the 'original' look.
