You're serial number indicates a WDX 46-47, STL made, if the serial number is off the frame. It sounds as though someone has replaced the frame and early brackets with later insulator brackets. You may need to add washers under the cross-member and above the top of the front insulators to re-angle the TC so the brake rod does not rub on the cross member and top of the TC, or heat and bend the brake rod which ever method produces a satisfactory UJ angle.
