There are different types of solenoids, light duty, heavy duty, industrial, internal, and external grounding. The SMP SS-567 solenoid is an industrial and would be the correct one for your year truck, it bolts up with no external ground wire needed. As Tom mentioned, you need to clean the connectors of the cables and check the crimp connectors for oxidation and looseness of the connectors, you might want to run new wires or solder the connectors. The cable going to the battery is rather small I would look at replacing it with a larger one.

You also have an issue with the wiring, ignition switch, or solenoid, if the solenoid is not the correct one. You should get 12V at the “S” and “I” posts when the ignition switch is at the start position, but zero volts at the “S” and “I” posts when the ignition switch is in the run position. You should not be getting the 7 or 8 volts at the “I” post with the ignition switch in the run position, that indicates incorrect wiring. You should have a ballast resistor wired in-line where the “I” wire goes to connected to the wire that goes to the coil to by-pass the resistor when starting or it should connect to the “+” post of the coil if the coil is internally resisted so you need to investigate. The PIF has wiring diagrams in the electrical group that you can refer to help diagnose the issue and wire the truck correctly.
