If you look at the wiring diagram, you'll see a small red wire attached to the starter solenoid coming from the starter relay. They are suggesting you connect to it at the solenoid to provide the full 12v to the H.E.I. when starting. You would have 9v from the ballast resistor when the engine is running, and the full 12v when starting the engine.

The wiring diagram doesn't indicate what gauge that red wire is, and I don't know what gauge it is. If the H.E.I. requires a 10 gauge wire for start up, then you would have to switch out the current starter relay and starter solenoid to a 4 terminal SS-581 solenoid so you can wire a 10 gauge to the H.E.I. The PIF has schematics that show how to do that.
