You can test the capacitors with a very inexpensive VOM (Volt Ohm Meter). You can most likely read how to do this on the internet. With a cheap VOM you can quickly test them. Are you certain that the power cord is OK? Again a VOM can tell you its condition. Some capacitor motors using 2 capacitors employ 1 capacitor for starting and 1 for use when running. The motor may also have a centrifugal switch which switch the capacitors from start to running. If this switch is defective the motor may not start. If you are not comfortable using a VOM to test live circuits, take the motor to an electric motor repair shop and have them diagnose the problem. I assume that you have verified that the power supply cord is actually getting to the switch and that the switch is working correctly. Again the VOM will verify this for you. Hope that this information is helpful and will save you some money on capacitors.
