3 phase? Usually no caps

If it has caps, it's probably single phase. In which case it has that centrifugal switch in the back end. And if it is an open frame motor(with vents and a fan INSIDE) the switch can get a bit of crud in it and not turn on the start winding. In which case leaving it hum for a minute or so can burn up the windings.

Also, 3 ph wires go to the side of thge motor and directly to the feild windings. 1pf goes in the ned to the cent. switch.

IF it is a 1 ph/bad switch, you can bump start it with a cord would around the shaft. Turn it on, pull the cord. Like starting an old Briggs and Stratton, or tossing a spinning top. But talk about doing something you may not feel comfortable with... like hand cranking your PW...,
