In VA we have a few issues to get around with the old cab to modern chassis swapped trucks.
First of all, if you title the truck at all, the frame vin and chassis type must match the body type. So if the VIN is a re-use or still attached to the original vehicle type and you have an old '40s or '50s truck on it, you are going to have an issue with registration in either direction. You won't be able to get antique tags for the newer model VIN, so that means you will have to get regular daily driver tags which require a state inspection. You take your 2012 truck chassis in for state inspection, and it needs to have all of the safety features of a 2012 truck... ie, Airbags, belts, lights, etc. If you have an original title for the project truck, and you swap frames to something modern, Virginia doesn't require a state inspection if you place antique tags on it. This is fine so long as you are okay with the antique tags rules that go along such as maximum miles per month, can't drive it to work, can't use it in any kind of "for profit" work, etc. The issue though, will come to selling the truck to a place where the VIN on the frame must match the description of the truck. A 17 number VIN on the frame of something old will throw up red flags to the right DMV person. This is all one more reason I am an advocate of keeping the original frame and improving upon it, even if its just the front horns that have the original serial number stamped in it. It is a longer process to get a title but once its done, the vehicle is worth way more.
