From my dealings it is the body VIN tag they will look at first. It all depends on who you get at the DMV and what kind of mood they are in. With the older trucks they won't be as worried with matching numbers as they won't know where to look in the first place. LOL They are more concerned with late model/chop shop stolen stuff.
I would HIGHLY stress to anyone to get the title straightened out and IN YOUR NAME before starting any work. Here in Ohio we have to take ANY vehicle from another state to be "inspected" at the DMV. They make sure the numbers match. If you have a beat up old truck that looks like a barn find, they will not be looking near as hard as one that has had work done or mismatched panels and such.
Again though, If you get a Barney at the DMV you could be in for a long day. I go to the next county where there a bunch of Farm girls working in there. No attitude and happy to help. Much better than the ones that have to deal with "thugs" all day in my home county.
