I have been away from my office all week so I don't have my machinery's handbook and I don't work with hardened metals enough to remember all the grades available. Way back when I was in college at my internship we had a can of carborizing liquid. Never had a reason to use it but the can said you heat the part with a torch and then quench in the can and will case harden the part. I would worry about warping during the process for something precise but I believe it is possible to case harden in a small shop. Now I wonder how many machine shops would try case hardening these days?
