If the engine has a throttle position sensor, I would focus on that.
Disconnect the wires from the sensor at the plug. Use an analog ohm meter at the two pins coming from the sensor move the throttle back and forth so look for an erratic, inconsistent reading. If you see that, replace the sensor. Dont try to clean it, it wont work.
