The engine block drain cock near the oil filter drains immediately. There has never been any plugging there the 18 years I have owned the truck.
Since you mentioned borrowing a radiator, I have had thoughts about what I will do if none of my ideas - and those of others work - I may be swapping parts between my two trucks to find the culprit. That would be fun....
