I went to a Cummins fire pump engine class a few years ago and the factory was pretty adamant about not filling the fuel filter but recommended filling the oil filter. They may be so concerned about prefilling the fuel filter that they recommend against filling either. I believe the injectors on the newest engines are extremely tight tolerance and any unfiltered fuel is risky.
