The stud and the hole should be dry, with maybe a hint of anti-seize on it. Clean the threads with a wire brush, and chase the bolt threads with a tap if you can. Once the bolt cinches up you should have no problem tightening it to 130 lbs. Check the tapered hole to confirm it is not wallowed out. Mine on my 6x6 were (and it was a pain to fix them).
