The threads were rusted to the stud, someone in the past tried to remove it, and the housing threads separated. If the 3rd member is out, clean the nut threads, use 1/2 nuts as spacers, use a flat washer and stud nut and tighten the nut to pull it out. If the stud tightens, add an additional nut to lock the nuts and try turning the stud out. Do yourself a favor and by a stud socket if you don't have one and use thread sealer when installing studs.
