How long are you leaving the No2 to harden before putting the water/antifreeze back in?
That is a slow drying sealer.
After smearing a film onto a pan, you need to wait until it is tacky first, then bolt to engine/housing torquing down bolts.
Personally, I now use Permatex Water Pump and Thermostat sealer now instead. No more problems.
