Sealing Front End Of Engine

251 out of a '63 Flat Fender

I am having a hard time sealing the plate on the front of the engine that also is the front engine mount. I am getting coolant coming out between the plate and the block. Also having trouble sealing the water pump to block surface. I am using Permatex number 2 on the gasket surfaces and Permatex High Temp Tread Sealant. I had it apart twice now and have the same problem. I am cleaning the surfaces with no oil, water, dirt left on any surface. I am guessing I am getting leaking from the bolts as many of them go into a water jacket. But I don't know. What am I doing wrong? Any suggestions? Use different sealant?
I feel I'm doing the same thing over and over again, expecting different results!
