Still no luck

my 62 ffpw is still losing power after 3/4 throttle. It starts and idles fine even drives fine until 3/4 throttle when it just maintains and sometimes pulsates as if it were trying to catch up. The Rpms actually drop after 3/4 throttle. If I'm driving downhill and give it the gas it will backfire. I've replaced the fuel filter, rebuilt the carb, and replaced the vacuum advance as well as checked the governor. I looked at the plugs, they are very dry.

Any help is greatly appreciated.
