Dave: I just did my Power Wagon axle this winter. You're right, the manual say 25 foot pounds with no felt or tie rods. I did mine that way and played round quite a bit seeing what "felt right" (no pun...) When I put the tie rods and felt in it was much harder to turn even with the steering disconnected.

For the M27/FFPW it says start out with 52 thou shims. I ended up with 60. I think if you start out light on the shims you will be able to "feel" when it is too tight. It binds actually, at least when you use the bronze bushing for the upper. In the end I set mine up by feel and double checked the torque when done. I know this is double the work, but can you set the bearing pre load and then take it apart to put the felt in?
