Adjusting VF Knuckle Bearings?

The VF trunion is split side to side. The inner felt is continuous and pressed into a channel in the inner half of the trunion. We replaced the felt and the lower bearing and race.

On the PW, you adjust the bearings to 25 ft. lbs. with the felt seals removed, tie rod disconnected, axle removed, brake backing plates off, etc.

On the VF, once you reassemble the trunion halves, there is no way to install or remove the felt. Also, we have not been able to remove the king pin to free the tie rod yet. Tried a slide hammer puller in zerk fitting hole. May try some heat next.

Wondering what is the best way to adjust the bearings? If we can't remove the tie rod, should we just remove everything else and adjust bearing to higher foot pounds? Is there a way to do it by feel with everything connected? Steering is not reconnected yet.
