Since there are no braces to hold the truck in place, and it looks like there's only 1/2" wire rope on it, I'm thinking they got the big winches cheap somewhere and just wanted them for the large spool size. Pulling cables through sewers would require as long a cable as possible.
The maximum pull is limited by the weight of the truck. If we figure a coefficient of friction of tires on dry pavement of .7, and a truck that weighs 20,000 lbs (just guessing), that's a maximum pull of 7,000 lbs. To be able to pull at 100,000 lbs, you'd need a truck that weighed 140,000 lbs, or some other means of anchoring it, and a connections between the winch and the axles that could take that pull.
