I've seen a tool which is basically a thin piece of metal attached to a shaft. The thin piece of metal backs a piece of emery paper which spins to polish the cylinder.
I think you could easily make one of the appropriate size by slotting a shaft and inserting a piece of thin sheet metal (like from a can) and a piece of emery paper into the slot. The piece of metal and the emery paper should be just wide enough to form an "S" shape when placed into the cylinder.
