Don't know about anywhere else but in Washington, the last year that the year was stamped into the plates, rather then just selling you tabs was '62.
They're kind of getting back to that, though with the new non-stamped laser-printed plates. They make you buy new ones every so many years (for exta money, of course) on the claim that the "vendor (3M) doesn't guarantee the reflectiveness". Of course it's really just a way to collect more money. The plates stay plenty shiny.
