I have registered a few vehicles with no paperwork. Usually the CHP will verify the vin.#, but you must show it in two seperate places. I had the number on the frame and the vin tag in the door jam of my ffpw. It will be more difficult with only one vin.# on the vehicle. I am not sure what is done if the CHP can't find two or more places where the vin# is. They may assign a new vin# and vin tag to the vehicle. I would try to stay away from that route. If it is a truck you will also have to weigh it on a certified scale for registration fees unless you register the truck as a historical vehicle. A lot of people tell me to register my ffpw as a historical vehicle, but a vehicle registered as historical can ONLY be driven to car events or parades etc. I own a towing business and didn't want to risk it with the CHP since I work with them, so I registered my ffpw as a regular truck so I can drive it anytime I want. Try to find a second vin# location if you can. I can find out some more info on Monday if you want. If you have any questions just let me know. Hope that helps!
