A motor winding or dryer resistor can still complete a circuit.

One leg of the 220v was back feeding the other leg thru the dryer heating element is my guess.

It would work on some very low amperage loads, but the minute you turned on something bigger, you would drain the voltage to nothing and those light loads would appear to "turn off"
