That's exactly what happened. An electric water heater can easily do the same thing. Another funny thing you see sometimes, especially on old knob-and-tube wired houses is a split-phase circuit where the neutral opens up. Then you have the two "120 volt" sides competing with each other, and unless the loads happen to be perfectly balanced, one will get higher voltage (up to 240) and the other will get lower. You turn on one light or appliance and some other light in the house will get brighter or dimmer accordingly.
