I would definetly find a bigger welder. I normally grind 45 degree chamfers 1/3 of the way in both sides of a but(t) weld to assure max penetration and strength. That way your first or second pass will lay flush then you can lay down more for added strength.
If your joints are tight enough a bigger TIG welder would be great with no filler rod on the first passes.
Whatever you do make sure to get it real clean before starting, impurities add to weakness.
