There's a special puller which has rings that fits around the back of the steering wheel to spread to the load. Vintage Power Wagon sells them for $95 (yikes). You can get the idea of what you need by looking at the VPW catalog.
The wheels is usually tough to come off, so I wouldn't try it without a purpose built puller. Or, at least, something like that design.
Maybe, the folks here have another solution.
