Welting on front fenders

I have a question about the welting which goes on the Flat Fenders.
I received welting from Vintage Power Wagon and I curious as to how they are applied to the fenders? It looks like I will have to punch holes through the material then run the bolts through the holes. I will glue the welting to the fenders to hold them in place.
I couldn't help but notice that the bottom half of the fenders closest to the running boards there are small holders for some other type of material. What were these little holders used for?
