Fuel flow issues

I am having some fuel flow issues with my 1/2 ton carryall. My neighbor said it is because. I placed the fuel filter, before the engine fuel pump instead of after. The original fuel filter (rusted to oblivian), is not connected right now but it is normally placed on the firewall before the fuel pump. Does placement make any difference??? Robert.
