Actually, the US is building new coal power plants; for example, the one at Plum Point in Arkansas. Also, to add to the discussion, although I am not yet an expert on the matter, NEW coal power plants are not very pollutive to the air. Bag houses, electrolytic scrubbers, ect. help to remove most of the particulate matter before it enters the atmosphere. This is then contained in 50+ year rubber lined "ponds", which contain most of the mercury and other dangerous chemicals.
