While it would be essentially impossible for anybody to build a new coal-fired electric generating plant in the US, China is building them at a rate of one a week, and plans to keep doing so for at least the next 10 years. Oh, and as far as the Kyoto protocol and greenhouse gas emissions go, the Chinese say that they should get carbon credits for all the CO2 that's not being emitted by all the Chinese people who weren't born, because of the communist government's 1-child policy.
