Considering the slow speeds of the Power Wagon, I think that the extra wear on the truck is nearly non-existent. The rears are always "locked in". All front wheel drive cars have the steering axles "locked in". And you can buy a brand new 1 ton Dodge today without selectable hubs and STILL get the lifetime warranty. What can it possibly hurt? Just freely rotating in its oily and greasy bath? No strain at all, and no heat. If you're trying to save fuel, you're probably not saving enough to worry about. The axle just sits there, no load. I don't think much "wear and tear" can set in.
As for 2wd low range, thats a disadvantage in my book. There is a reason that the t-case levers are made they way they are, to keep you from putting the truck in low range without being in 4wd first. The axle snapping risk is much too high. If you just forget to put the hubs in. Not to mention that there in never really a reason to be in 2wd and low range.
