I've got an old 1943 Allis Chalmers HD-7 tractor with the same problem. I shot the clutch with cleaner, then a couple of months later towed it with another tractor to try to break it free. Can't get the clutch lever to move, can't disengage the clutch from the flywheel, and towing it in gear couldnt break it loose. We could move the shifter into gear and take it out without the clutch lever operation. We tried in in all gears 1-4. The Detroit 3-71 "ran when parked" and actually moves a bit, although the inframe access it very limited.

I'm now left with only one choice, which is to essentially disassemble the tractor to open up the transmission. Not a very fun weekend warrior prospect. I'd try the easy fixes first, as the transmission on tractors usually requires alot of extraneous work. That being said, once it is free, and the piece of equipment is validated as workable or operable, before I put myself in harms way on a steep grade or whatever, I would go through it with a fine toothed comb and really make sure it was up to snuff. Your life or someone else's may depend on it. Heavy equipment is nothing to take to lightly.
