I guess the government ordered trucks in "batches or lots". When they needed more of a certain style of truck they ordered more and Dodge gave it a different model #. That is why a closed cab with bed could have 5 different model #'s. They made some changes as they went along such as bigger motors,standardized (round) guages,ect. To answer your question WC21,22 are open cabs,WC23,24,25 are command cars, WC26 carryall, WC27 ambulance,WC40 closed cab with bed,WC41 closed cab and chassis.Clean running gears and frames will have value and are worth saving in my opinion. Like others have said , start cheap and see what happens. Good Luck, Kevin F
