I've also got a '64 W200 that I'm working on! My guess on your lack of 4wd is that your hub locks are shot. You can take them off and examine the inner workings. I agree with Ted on the other observations. Let me know if you want me to verify measurements, etc. on mine to compare - I may do the same for you.
I found my service manual on E-bay - you can also get it on CD from a source on-line - can't remember the name of the place. Let me know if you want it and I'll try to dig it up.
