OT: Fluorescent Lighting - HO vs Electronic Balast

OK, I bought the fixtures for the Shop and bought HO but not Electronic Ballast, then I went to switch, and found the local home improvement stores did not carry a unit that was both HO and Electronic ballast.

So which is more important? the HO or the Electronic Ballast?
