You can buy Cold Start (0 deg) Ballasts but they cost a lot more. The new crap you get in the stores is junk if it has a small tiny ballast. The old style ones did last a long time but the new energy eff ones the stores sell don't. I just use Metal Hylides now and forget the floresent stuff. Mark H.
