You said respond and to me that ment even flooring it it did not go any faster. But if it is hesitating then your accelerator pump is not working or the dist is not advancing on acceleration. If the accelertor pump is frozen it will not squirt the extra gas needed to get the RPMS up so the Venturie action of the carb takes over and flows fuel into the manifold as needed. Yes the throttle butterfly will open if the linkage is pulled back. The spring/chain over rides it if the RPMs get to high or low if the hand throttle is pulled out. That way under load it will open it more or under no load it will close it depending on the RPMs you set it at first. It tries to keep the engine at a constant RPM. It is done by vacuum and air volosicity going past the butterfly opperating the Govenor linkage. That is why there is 2 butterflys in the carb and a spring to load the linkage for it. Mark H.
