If the accelerator pump is stuck or its piston doesn't seal, you will still be able to hit the same maximum RPM and power eventually, but you'll have to open the throttle slowly to avoid killing the engine. In steady load conditions the accellerator pump does nothing. It sounds like you're onto the pump being the problem, but if you want to double-check it, open the throttle quickly, and if the engine dies, you can suspect the pump. Then open the throttle slowly, and if it doesn't die, you can be pretty certain it's the pump. I think every time I've put a carb kit in anything, it was really just the accellerator pump that needed replacing.
